What makes a junction box maintenance free?
The Maintenance Free junction box provides a secure and maintenance free means of connecting fixed wiring in any indoor application, whether it be under floor situations, between ground and first floor in houses, or where jointing of cables is used to aid rewiring.
Do junction boxes need to be secured?
Securing Cables Article 334.30 states that cables coming out of the junction boxes should be secured within 12 inches of the box in all boxes equipped with cable clamps. These cable clamps are not to be removed. 314.17(C) states that cables must be secured to the receptacle box.
Can Wagos be plastered over?
I would happily use a wago box in a stud wall to extend a cable, and indeed have done, not too sure about it being in a block wall and plastered over though. I would use wagos still but with heat shrink over the joint instead. The inline wagos from here are excellent for extending cable runs.

Which Wagos are maintenance free?
Maintenance Free The Wago 222 and 773 Series terminal blocks are completely unlike screw terminals. They are not susceptible to loosening due to temperature cycling, vibration or conductor settling over time.
Are junction boxes legal?
Yes any concealed box is a code violation. All splices must be accessable. Now practically speaking if the splice is made properly with wire nuts and the cables properly clamped in the box, you can cover it without concern.
