Can you plant peony seeds from flowers?
Harvested peony seeds can be planted immediately, directly in the garden or indoors in seedling trays or pots. Peony seedlings require a cycle of warmth-cold-cold in order to produce their first true leaves. In nature, seeds are dispersed on warm late summer to autumn days and quickly germinate.

An almost ripe herbaceous peony seed pod. When the seed pods have become a dark brown color and are just beginning to crack open, the seeds are ripe and ready to be harvested. Open up each segment of the seed pod carefully and remove the seeds. Damaged seeds will not germinate.
Can you grow peonies from cut flowers?
Soft-stemmed perennials like peonies can be propagated by cuttings—provided that you cut far enough down the stem. Peony stems start in “eyes” that emerge from rhizomes just under the surface of the soil. Make cuttings in the fall for spring blooms.
Do peonies self seed?
Most commonly grown peonies are hybrids and do not breed true from seed. For this reason they are usually increased by division. It is best to leave a clump undisturbed until flowering starts to decline. At this point new plants can be produced by division in late autumn.

Herbaceous peonies can be propagated by division in autumn. Cut the faded foliage back and lift the plant with a garden fork. Remove as much of the garden soil as possible and with a knife cut off sections of the crown. Each section should have at least three buds and plenty of root.

The only way to multiply peony plants is to divide peonies. These will actually be the part that comes through the ground after planting and forms a new peony plant when you divide peonies. After rinsing, you should leave the roots in the shade so they soften up a bit.
Can peonies be rooted in water?
I would say no, the pieces in water will die, not develop roots. I only know of herbaceous Peonies, the tuberous roots, to grow from divisions of the roots. Tree Peonies I think are all cuttings that are grafted or rooted. They are woody stemmed all year though, not just a root in winter.
How long does it take to grow peonies from seed?
Growing peonies from seed is as easy as growing carrots, except it takes a little longer, (about 3-5 years). The results, however, are far more satisfying. There are two approaches which we have found will have good success. In late summer / early fall we collect seed pods from many different cultivars.
